Governments are looking for answers to difficult problems – multi-generational unemployment; youth unemployment; poverty; deprivation; poor health and low life expectancy; high crime and substance misuse.
Difficult, complex challenges that require long-term investment to solve. And yet the rise in social spending of the last decade cannot continue. Front-line public services must deliver more for less.

I do not want to get involved with what could become sub judice, just to ask what should be obvious questions.
If a public contract is worth £8m per annum to one individual albeit the CEO of a large organisation, is that best value for money? If the head of a public subsidised organisation can pay themselves the same as a one legged Wayne Rooney surely the 'fans' can expect an occasional GOAL, not an own goal – that terrace's talk for 'Wonga in the back pockets'!
Has the penny not dropped that ever since the days of Samuel Pepyes, whenever Government gets involved with Procurement, graft, theft, mismanagement, greed is always sniffing up the corrupt backsides of the likes of the Prince of Darkness and his odious bedfellows. Only this week it has been announced that desk pushers at the Ministry of Defence are to get bonuses greater than the salaries of the troops fighting for the nations very survival – that's a cliché used to bamboozle the wordshy - under 24's? - of this once articulate Realm.
The Politicians missed their opportunity to align themselves with the hard-working and honest majority by protecting those within their ranks who were stripping the system of the last vestiges of decency. Let us not forget that 14 years of Blair/Brown mismanagement and criminal neglect sewed the seeds for the economy to be ravaged and pillaged by the feckless gamblers within the Banking Institutions. The Bankers got away with their shenanigans because Labour allowed them the latitude to commit their stupid and reckless game. Now the Cuntservatives lack the leadership or moral aptitude to put the great back into Lieber sodomised Britain.
As the Daily's have a field day with pictures of David Cameron and the woman he allowed into this profitable and lucrative cesspit, it must be emphasised that ultimately the buck stops with you, the electorate. In a blink of an eye, Brussels could impose Grecian style a Government fit for Britain’s needs(sic).
