Millions of pensioners left in cold by Warm Front Scheme

The Warm Front Scheme was set up to help the most needy install energy saving
measures like insulation and double glazing.

However a report by the PAC found only a third of the 3 million people judgedas being in "fuel poverty" or spending more than ten per cent oftheir income on fuel bills are benefitting from the payments.


This is because the criteria for claiming the money is based on non means-tested benefits that do not necessarily reflect the fuel poor, such as pensioners in rural areas.


Thousands of pensioners are missing out on a £1.8 billion Government scheme to help people struggling to pay their fuel bills, according to the influential Public Accounts Committee.

It is reckoned that 4 million pensioners do not claim their legitimate rights.

Welfare Rights are overworked and, although extremely capable, cannot cover the weight of needs for those unable to help themselves. What is worse, the agencies involved do not have the capacity to fulfil their obligations towards the needy.

Too many so-called Social Workers have titles without responsibility. At 4.30 they go home and the needy still go without.
