Well I just cracked up, couldn't  stop laughing. …then said,
 
“That's gonna be a bit awkward init?”
 
“Not really.” he said.  “I still have the receipt, you insensitive bastard.”

 I do not believe a word of this, below.  

What would have been so hard, on receipt of all the documentary evidence, to say to her staff, "You have 10 minutes to prove to me you can resolve this mess, or clear your desks!"

Now that is what is called "an Executive Decision." Not a single Council in this once brave nation appears to employ the people with that level of Character.

“Like most people, I feel appalled at the horrific experiences which many of our young people went through, and I add my sincere apologies to those who were let down by our services in the past.  It lays bare what went wrong, and there are simply no excuses.

“The council commissioned this Independent Inquiry to scrutinise ourselves – to understand what went wrong, why it went wrong and to make sure that the mistakes of the past can never be repeated.

“The report is a thorough document which helps us – and towns up and down the country – to better understand the failures of the past, to make sure we protect more young people now and in the future. 

“It is clear that we are now well-placed to better protect young people, alongside our partners.  It tells a story of clear and significant improvements since 2010, which we hope offers some degree of reassurance to young people and families about what they can expect from services today.

“With regard to my own position, when I took up my current role in July 2008 I made child sexual exploitation an immediate priority, presenting two reports about the issue to the Cabinet Member for Children and Young People in July 2008 and November 2008.

“I did, and continue to, take that responsibility very seriously, and the report author is clear that child protection services have been transformed since 2010 - under the watch of the current senior management team.

“These are very difficult times and we need all of the experience and ability we can bring to bear.  The best way I can exercise my responsibility is to drive forward the report’s recommendations, and make sure young people in Rotherham are even safer.  Whilst I was deeply distressed to read about the horrific consequences of past mistakes, I was heartened that the report has recognised I have made a difference, and it strengthens my resolve to better protect the children and young people of this borough.  We owe that to them.

“Let’s remember that this is about the victims, and how we as a council continue to build on the strong foundation of significant improvements laid out in the report.  Now is the time to move forward as a community to ensure together we are doing the very best for our young people.”

2003 - Rotherham Council and Police aware

1.9   In 2003, the Area Child Protection Committee received reports about runaway children and the work of Risky Business. A presentation on sexual exploitation was made to a special seminar for councillors in November 2004. This presentation was explicit about known perpetrators, their ethnic origins, and where they operated. Similar presentations were made to other groups, including the Safeguarding Board, over the following weeks. As a result, the Leader of the Council set up a 'Task and Finish Group' to consider safe travel, safe houses, witness protection, training and publicity to raise public awareness of the issue. Senior councillors attended a conference on child sexual exploitation held in Rotherham in April 2006. A training session for councillors was arranged in June 2007 and a further conference in 2011.

This Report gets more damning the further you read.  It destroys completely all the mild platitudes and apologies made by those in Executive Office, Council, Police and Social Work.  Not an ounce of "common sense" or a slither of care for English children at the hands of a foreign entity.  

What lunatic thinks you can take illiterate humans out of environments where the rule of the Gun is all pervasive and drop the into a serene, stable and almost comatose realm where an ancient and almost placid adherence to the Rule of Law exists without turmoil? Get your heads from up your backsides ands take a close look at the USA, South Africa, Canada, Indonesia and even moribund France.  Immigration is now the disaster of Biblical proportions where uncontrolable masses threaten a catastrophy that could soon swamp the excesses of the Monguls Hordes.

Prosecute me if you will, but this is the only construction one can associate with what is happening, unrestrained mass movement of an alien specie.   How can anyone vote Labour with all they have inflicted on the British People?  Socialism, the Ebola of Politics!



1.11    Between 2007 – 2013, the Police undertook a series of operations, jointly coordinated and designed to investigate cases of suspected child sexual exploitation, although only one resulted in prosecution and convictions. Operation Central in 2008 investigated groups of men believed to be involved in child sexual exploitation. It ended in 2010 with five convictions. In the same year, Child S was murdered. Operation Czar, begun in 2009, led to the issuing of abduction notices, but no convictions. Operation Chard in 2011 led to abduction notices and 11 arrests but no convictions. In the summer of 2012, Operations K-Alphabet and Kappa began, again joint investigations with children's services. Later that year, Operation Carrington investigated the risks to young people in central Rotherham. In 2013, a police operation into historic CSE in Rotherham was announced.

No part of British Society deserves this appallingly low level of Governance.  It will be excused on the grounds of the lack of monies from Westminster and the bias of Central Government against local authorities.  So let's get it straight.  Labour in Westminster was the Government of the day and is therefore ultimately culpable for their total disregard for the care of English Children on Queens Lands.   British Law is a joke perpetrated by officials and officers of that Party on a cowering people.

In Rotherham, the bemused electorate WILL elect Labour yet again, back to mess up again ethat which their predecessor corrupted over the past decades.   Solution? NONE OF THE ABOVE must be put on all ballot papers.

1.6     Within children's social care(1), the sexual exploitation of young people was first recognised as a Executive Director in 2001, though there were many known cases of CSE in the years before then. Risky Business would refer to children's social care any young person who gave rise to serious concerns and might require statutory intervention. Between 2001 and 2002, Risky Business participated in a Home Office research pilot whose aim was to find out the most effective approaches to street prostitution. Local agencies challenged the content of the draft report produced in 2002 and questioned its evidence base. While it commended Rotherham’s training and fostering programmes, the draft research report contained significant criticisms of the Police and the local authority.

Independent Inquiry into Child Sexual Exploitation in Rotherham 1997 - 2013



Executive Summary
No one knows the true scale of child sexual exploitation (CSE) in Rotherham over the years. Our conservative estimate is that approximately 1400 children were sexually exploited over the full Inquiry period, from 1997 to 2013.
In just over a third of cases, children affected by sexual exploitation were previously known to services because of child protection and neglect. It is hard to describe the appalling nature of the abuse that child victims suffered. They were raped by multiple perpetrators, trafficked to other towns and cities in the north of England, abducted, beaten, and intimidated. There were examples of children who had been doused in petrol and threatened with being set alight, threatened with guns, made to witness brutally violent rapes and threatened they would be next if they told anyone. Girls as young as 11 were raped by large numbers of male perpetrators.
This abuse is not confined to the past but continues to this day. In May 2014, the caseload of the specialist child sexual exploitation team was 51. More CSE cases were held by other children's social care teams. There were 16 looked after children who were identified by children’s social care as being at serious risk of sexual exploitation or having been sexually exploited. In 2013, the Police received 157 reports concerning child sexual exploitation in the Borough. 
Over the first twelve years covered by this Inquiry, the collective failures of political and officer leadership were blatant. From the beginning, there was growing evidence that child sexual exploitation was a serious problem in Rotherham. This came from those working in residential care and from youth workers who knew the young people well. 
Within social care, the scale and seriousness of the problem was underplayed by senior managers. At an operational level, the Police gave no priority to CSE, regarding many child victims with contempt and failing to act on their abuse as a crime. Further stark evidence came in 2002, 2003 and 2006 with three reports known to the Police and the Council, which could not have been clearer in their description of the situation in Rotherham. The first of these reports was effectively suppressed because some senior officers disbelieved the data it contained. This had led to suggestions of cover-up. The other two reports set out the links between child sexual exploitation and drugs, guns and criminality in the Borough. These reports were ignored and no action was taken to deal with the issues that were identified in them.
In the early 2000s, a small group of professionals from key agencies met and monitored large numbers of children known to be involved in CSE or at risk but their managers gave little help or support to their efforts. Some at a senior level in the Police and children's social care continued to think the extent of the problem, as described by youth workers, was exaggerated, and seemed intent on reducing the official numbers of children categorised as CSE. At an operational level, staff appeared to be overwhelmed by the numbers involved. There were improvements in the response 2
of management from about 2007 onwards. By 2009, the children's social care service was acutely understaffed and over stretched, struggling to cope with demand.
 Seminars for elected members and senior officers in 2004-05 presented the abuse in the most explicit terms. After these events, nobody could say 'we didn't know'. In 2005, the present Council Leader chaired a group to take forward the issues, but there is no record of its meetings or conclusions, apart from one minute.

By far the majority of perpetrators were described as 'Asian' by victims, yet throughout the entire period, councillors did not engage directly with the Pakistani-heritage community to discuss how best they could jointly address the issue. Some councillors seemed to think it was a one-off problem, which they hoped would go away. Several staff described their nervousness about identifying the ethnic origins of perpetrators for fear of being thought racist; others remembered clear direction from their managers not to do so.


In December 2009, the Minister of State for Children and Families put the Council's children’s safeguarding services into intervention, following an extremely critical Ofsted report. The Council was removed from intervention thirteen months later.


The Rotherham Safeguarding Children Board and its predecessor oversaw the development of good inter-agency policies and procedures applicable to CSE. The weakness in their approach was that members of the Safeguarding Board rarely checked whether these were being implemented or whether they were working. The challenge and scrutiny function of the Safeguarding Board and of the Council itself was lacking over several years at a time when it was most required.


In 2013, the Council Leader, who has held office since 2003, apologised for the quality of the Council's safeguarding services being less than it should have been before 2009. This apology should have been made years earlier, and the issue given the political leadership it needed.


There have been many improvements in the last four years by both the Council and the Police. The Police are now well resourced for CSE and well trained, though prosecutions remain low in number. There is a central team in children's social care which works jointly with the Police and deals with child sexual exploitation. This works well but the team struggles to keep pace with the demands of its workload. The Council is facing particular challenges in dealing with increased financial pressures, which inevitably impact on frontline services. The Safeguarding Board has improved its response to child sexual exploitation and holds agencies to account with better systems for file audits and performance reporting. There are still matters for children’s social care to address such as good risk assessment, which is absent from too many cases, and there is not enough long-term support for the child victims.

Two decades of ineptitude?

“I formally tender my resignation from the Labour Party. However, I remain committed to, and intend to remain in, my role as an Independent Police and Crime Commissioner for South Yorkshire.
I entered into public service over twenty years ago to make a positive difference. Protecting vulnerable people has been my number one priority as Police and Crime Commissioner for South Yorkshire. I have had to make the difficult decision to stand down from the Labour Party and it's with deep regret that I've come to that decision.
I've dedicated my career and life to serving the public of South Yorkshire. As a father, and a citizen of South Yorkshire, my thoughts are with the victims and their families and I reiterate my apology to them and take full responsibility for my part in the collective failures which took place at Rotherham Council during the time I was in office and indeed to that end I resigned in 2010.
I stand by my earlier comments that I've taken that experience to deliver a major transformation in the way South Yorkshire Police deals with horrific crimes such as child sexual exploitation, and much progress has been made since I was elected as Commissioner in terms of supporting victims, taking preventive action, increasing awareness of the issue and bringing criminals to justice. I was elected to deliver the people’s policing and crime priorities in South Yorkshire and I intend to see that duty through by leading the force on that urgent, and fundamental, journey of improvement for the sake of past, present and potential victims, who are the most important people in all of this.”

Do the World a favour, save the good children and bad of Yorkshire and sack all who had any part in this atrocious lack of Governance and fair Judgment.

The Great Scotland Independence Shouting Match.

What a complete waste of air time and my time.  Not a single question answered and not a single poignant question asked.

Two Socialists on two left sides of an argument, proving beyond a reasonable doubt that neither have intelligent answers to questions of State, nor was the occasion graced with simple matters that concern everyone, whether Scot, English, Irish or Welsh.

Let me make it simple.  When Scotland becomes Independent and is again Ruled by Celtic King Salmond, how will they fair when they travel to the capitol of the country and fall ill?  I talk of Blackpool, naturally!

Who pays for sick Jock or his misses if they have to visit an English doctor or the Victoria Hospital on the Fylde Coast?  It is a simple question but lays bare the myth of  Medical Treatment Free at Point of Access for all.  That is not what the National Health Service was established for.  When Politicians in1945 were expanding their aspirations, they did not envisage that subsequent lunatics would include every human body that had walked through the Map shaded Red. They wanted a Land Fit for Heroes, not a Land Fat on the endeavours of the few at the insistence of the loudest.   

That is what came over to most spectators, last evening.

So what happens when Jock wants to retire to his/her favourite resort?  Will their assets be freely available to be transferred South of the Border?  We already have the unedifying experience of the derision cast on British Pensioners who dare to chase the sun in their latter years, to spend THEIR pensions in the way they want by moving to Spain or even Australia.  The ignorant and the jealous insist that the Socialist lie spreaders can equate pensioners with illegal immigrants into these overcrowded islands.  A Lie does not become the truth purely by the number of times nor the volume of postulation that the lie is repeated.

Yet, to those who dare or are prepared to do their research, there is ample evidence that Utopia in Spain and increasingly Turkey is but a myth.  The Socialist elite in Britain are proud that their every condemnation of pensioners’ justifiable rights has been vindicated by the demise of the old and their collective savings. To the Socialist, the meagre and hard earned savings of all prudent classes is and always will be theirs to do with as they want.  In this sense they are more culpable than many of the corrupt Bankers who partially endangered the wealth of the saver and the stability of the Nation called the United Kindom of GB & NI.  There is nothing more heinous than subsidising the worthless breed of repeat families of scroungers whose only contribution to anything is that they, like their fathers’ before them, vote Labour. 

So when the same Worthless Dross departs Dundee and Glasgow for the benefits of Wonderful Blackpool, who stands the bill?

So, back to the Great Shouting Match!  No proposals and no solutions.  Why did I not hear one voice in the wilderness whispering even, who pays?  Arghhh!  The saviour, OIL!  Olive, castor, linseed or soya?  No!  North Sea!  According to King Salmond it is the eternal panacea that will finance Jockdisneyland for ever.  Get real and start asking pertinent questions.  When You Have listened to the bull from this Socialist New Elite, remember that these parasites sat in their Ivory Towers and oversaw the destruction of Britain’s Banking reputation.  They could not Govern properly then.  What makes them capable of governing in the future?  Absolutely nothing!   Nothing except that a large proportion of the electorate will swallow their guff, hook line and sinker, and will put an X next to the Dead Monkey who is standing in your constituency.

The inspections will provide accessible, annual independent assessments of the performance of police forces. They will make it possible to see from a small number of easy to understand categories of police activity and assessment, how well police forces are performing.  The principal aims for the programme are to:

• improve effective democratic accountability;

• inspect in a way that leads to the greatest practicable appreciable improvement in         policing services; and

• assist in identifying problems at an early stage and reduce the risk of failure.

We are all now so familiar with television programmes about "The Interceptors". "Police on the Front Line" and "Cops" that one has to be forgiven to ask, why, if policing is so public, do we need this Political Person to oversee our safety and protection?

If experiences in Lancashire and Cumbria, not to mention the fiasco in Kent, are anything to go by, millions of pounds of crime prevention funds are being wasted, on what?  A Labour/Conservative bigot deriving enormous expenses gallivanting around the country, putting a private face on public political interference?

We have too few COPPERS on the beat.  Crime is only ever solved with local knowledge.  Having masses of data is absolutely useless if the Bill cannot find the criminals address.  That's where local knowledge is vital.  

But what is absolutely imperative is that the constable is fully conscious of the line between criminal and civil law, the laws of Tort.  Because politicians have messed up every law that they have transcribed to "codified", that is to say written in modern language into specific Acts which are so damned complicated it has resulted in Lawyers making fortunes at the expense of victims, and sadly, at the expense of good policing.

We, who have campaigned vigorously against the criminal acts of bailiffs, with the tacit and sometime active participation of ill informed police, know only too well that politicians have made law enforcement worse by their crass interventions.  One of the most obvious is the divergence of oodles of dosh from crime prevention to the pockets of less than a hundred overseers, collaborators in fiscal waste and criminal negligence orchestrated by their political masters. Yet they count their scandalous rewards and look forward to a healthy pensions for being nothing more than perform lke stooges.  Where's Groucho Marx when you need one?

We have to look no further than the Commons and I for one would need an answer to the vexing question of MPs' accountability?  How does an MP avoid the questioning of a Select Committee of the House by Pleading Silence, become the Chair of one of the most important Committees as a scrutineer and eventually a Maker of Legislation? Enter Kieth Vaz, Chair of the influential Home Affairs Select Committee - the body charged with examining the expenditure.  There has been a convenient erasure from many records, the years he obstructed enquiry after enquiry, along with his legal trained wife, into allegations made against the pair.  Definitively, Silence Has Been More Than Golden?

Try that trick when you've just been discharged from intensive care inhospital but a Bailiff wants his hundreds of pounds commission to collect for a speeding ticket (laws of strict liability) which the DWP refuses to take from your pension because you draw under the legal minimum to exist?
